A private technical environment can support more controlled access and clearer separation, but it should not be described as perfectly secure. Account credentials, access permissions, server security, broker security and client device practices all affect the overall risk profile.
The final service documentation should explain access controls, credential handling, data processing, incident escalation and the responsibilities of each party.
